The Consejo Regulador del Tequila A.C. (CRT) provides various services to its associates and non-associates in terms of quality control in the process and product, as well as in the commercialization of Tequila, some services are mentioned below:

Agroservicios

Agave Transfer Passport

The Agave Transfer Passport is an official text issued by the Tequila Regulatory Council (CRT), necessary for the transportation of agave specimens, focused on maintaining the verification of their origin to be used in the creation of Tequila. This accreditation is essential for the safe transportation of agave throughout the various regions destined for its cultivation and for its subsequent entry into the enclosures set up for the production of this liquor. This ensures regulatory compliance in the agave distribution process, following the guidelines prescribed by the Mexican Official Standard.

The implementation of this measure is carried out in order to maintain strict control over the origin and proper use of agave plants, ensuring that only authentic and correctly identified specimens are used in the production of tequila. In addition, this verification system allows for effective management of agave resources, preventing the improper use or overexploitation of these plants, which are vital to the sustainability of the tequila industry. In essence, the Agave Movement Passport acts as a fundamental pillar for the authenticity and quality of tequila, favoring both producers, by ensuring the supply of legitimate raw material, and consumers, guaranteeing the integrity of the beverage they enjoy.

Registration of Agave Plantations and Agave Production

Registration of Agave tequilana Weber blue variety plantations in the area delimited by the Tequila Appellation of Origin. This cataloging process involves the precise identification of agricultural land dedicated to agave cultivation, determining both the number of plants present and the size and owner of the land. The documentation of the agave areas involves an official recognition of the cultivation sites, where the extension and volume of planting is meticulously recorded, as well as the ownership of the plots where this crop is grown. This procedure not only certifies the existence and location of these crops within the geographical limits protected by the Tequila Denomination of Origin, but also contributes significantly to the traceability and quality control of the tequila produced.

The cataloging of these fields is fundamental to guarantee that the agave used in the production of tequila complies with the strict regulations governing the appellation of origin. This meticulous registration helps preserve the integrity of tequila by ensuring that only Azul agave grown in designated areas is used, thus strengthening the authenticity and global appreciation of this iconic Mexican beverage. In addition, this tracking system favors farmers by formalizing their participation in the tequila production chain, providing a basis for the protection and promotion of their crops within the context of the Denomination of Origin.

Agave Plantation Certificate

The Agave Plantation Certificate, provided by the Tequila Regulatory Council (CRT), is an official document issued to the grower of Agave tequilana Weber, Blue variant, who owns the cultivated land. This certificate is granted after the registration process of such plantations. This certification process is a crucial stage that formalizes the producer's ownership and agricultural activity within the regulated scope of tequila production, ensuring that the cultivation practices and the plants themselves meet the criteria established by the relevant authorities.

The issuance of this document is a testimony of the conformity of the agave and the cultivated land with the standards of quality and origin, indispensable requirements for the legitimate production of tequila under the designation of origin. Through this procedure, the CRT validates the authenticity and integrity of the plantations, thus contributing to preserve the identity and prestige of tequila in the global market.

Inspection Unit

Facility Validation

Facility Validation is essential to ensure that operations related to the Tequila production chain in new facilities, such as bottling plants, aging warehouses, finished product warehouses and bulk product warehouses, adhere to the standards dictated by the Mexican Official Standard NOM-006-SCFI-2012 currently in application. This accreditation process seeks to confirm that each of these entities operates within the limits and guidelines established to preserve the quality and authenticity of Tequila, ensuring that the final product delivered to the consumer meets the highest quality and safety requirements.

The ratification of these facilities involves a meticulous review of the procedures, equipment and handling practices employed at each point of the production process, from fermentation to final bottling, including the maturation and storage of Tequila. This strict scrutiny ensures not only compliance with current regulations but also raises the standard of tequila production, reflecting a constant commitment to excellence.

Agave Sampling

Agave sampling represents an essential step in evaluating the quality of the agave destined for tequila production, determining the sugar content and verifying compliance with the quality criteria established by the receiving distilleries. This activity can be carried out at the time of harvest and during the transfer of the agave to the production plant, with the primary objective of ensuring that the agave used is in full compliance with regulatory guidelines, thus preserving the integrity and genuineness of Tequila.

This evaluation process is a crucial component in the production chain, as it allows both early identification of any deviation in agave quality and timely corrective measures to avoid compromising the quality of the final tequila. By analyzing the samples collected, it is guaranteed that only agaves with the ideal sugar profile are processed, which is a determining factor in the quality of the distillate.

The rigorousness of this procedure is fundamental to maintain the high production standards demanded by the tequila industry and end consumers. This not only helps to safeguard the beverage's reputation globally, but also contributes to the sustainability of the sector by ensuring the efficient use of agave resources. In essence, the meticulous selection and analysis of agave prior to processing is a cornerstone of the tequila industry's commitment to offer a product of unparalleled quality and authenticity, while respecting traditions and meeting modern consumer expectations.

Technical Report Visits

The Technical Report is the document generated by the Inspection Unit, which certifies the technical competence of the infrastructure of a tequila producer in relation to compliance with NOM-006-SCFI-2012. This document formally confirms the technical compliance of tequila production practices with the aforementioned standard. It is one of the elements requested by the General Directorate of Standards (DGN) of the Ministry of Economy to grant the license that enables the manufacture of Tequila and/or Tequila 100%, as well as by the Mexican Institute of Industrial Property (IMPI) for the use of the Appellation of Origin Tequila (DOT). In addition, it is considered an indispensable requirement to obtain the Certification as an Authorized Manufacturer.

For the preparation of this report, the applicant is required to submit an application accompanied by the relevant documentation, after which CRT personnel will conduct a detailed review at the producer's facilities. This review will verify compliance with NOM throughout the entire production process of a specific batch, and confirm the veracity of the data submitted in the evaluation questionnaire. The inspection covers from the place of origin of the agave to the analysis of the final product, including all intermediate processes. After obtaining positive results in the review, the Technical Evaluation Report will be issued.

Certification body

Certification of Tequila producers

The Certification of Compliance with NOM is granted to the Authorized Manufacturer, whether individual, organization or company, that operates facilities located in the region covered by the Declaration of the Appellation of Origin, focusing on Tequila production as part of its main activities. Such accreditation is strictly dependent on compliance with the criteria established in NOM-006-SCFI-2012 - Alcoholic Beverages - Tequila - Requirements, in addition to other relevant regulations.

This official recognition highlights compliance with the specific regulations for tequila production, ensuring that the practices and processes employed by the producer are fully in line with the required quality standards and procedures. It also symbolizes a commitment to excellence and authenticity in the production of tequila, reaffirming respect for the valuable cultural heritage and the regulations that protect the denomination of this distinguished Mexican distillate.

Certification of Tequila Brands

This provision is relevant for both manufacturers and non-producing brand holders interested in distributing their Tequila brand within Mexico or internationally. The measure involves the act of registering and filing with the Consejo Regulador del Tequila (CRT) the relevant evidence demonstrating their ownership of the trademark. This process ensures that those who wish to put their tequila on the market can officially prove ownership of the brand, a fundamental step to guarantee legal and commercial rights over it. It also establishes a solid documentary basis that supports the authenticity and exclusive right to use the trademark, offering essential protection against usurpation or unfair competition. This procedure, therefore, is not only an important legal requirement, but also facilitates the promotion and safe distribution of tequila both nationally and globally, strengthening the product's presence in various markets and ensuring its correct identification and differentiation in the industry.

Certification of Tequila bottlers in Mexico

The categorization of Tequila allows its bottling in facilities within Mexico that do not belong to an Authorized Producer, where the bottler has the exclusive capacity to perform the filtering and dilution of Tequila with water fit for human consumption, whether potable, distilled or demineralized, in order to adjust the alcohol content of Tequila to the limits accepted under NOM-006-SCFI-2012. However, these activities do not include the right to age or add aromas to the product. This regulatory framework ensures that, while the adjustment of alcoholic concentration can be carried out in these off-site facilities, any process that modifies the original character of Tequila, such as aging or the addition of flavors, is strictly restricted. This distinction is vital to maintaining the integrity and quality of Tequila, ensuring that all post-distillation modifications are carried out under the established criteria, thus respecting the authenticity and distinctive properties that define Tequila within current regulations.

Certification to bottlers of Tequila abroad

The Tequila category allows bottling to be carried out in establishments that do not belong to an Authorized Producer and are located outside Mexican territory. In these facilities, the bottling manager has the sole authority to filter and adjust the alcohol level of Tequila, using water that can be potable, distilled or demineralized, thus complying with the alcohol concentration specifications set forth in NOM-006-SCFI-2012. Consequently, aging or the addition of any flavoring to the product is prohibited. This set of rules ensures that, although adjustment to the alcohol content may be made by third parties outside of Mexico, processes that would significantly alter the defining characteristics of Tequila, such as aging or flavoring, are not permitted. These restrictions are put in place in order to preserve the quality and authenticity of Tequila, thus ensuring compliance with the standards of identity for this distillate, even when operating beyond Mexican borders.

Certificate of Authenticity for Tequila Exports

Export Certificates of Authenticity cover exclusively the specific lot to be sold internationally, which means that for each export operation it is necessary to request a new certificate that identifies the category, type, alcohol content, and brand of Tequila, admitting the inclusion of no more than four different volumes per certificate. It is mandatory that the trademark is duly registered and, if applicable, there must be an Association and Mutual Responsibility Agreement endorsed by the Mexican Institute of Industrial Property (IMPI). If there is a License of Use or a transfer of rights, these documents must also be submitted to the Consejo Regulador del Tequila (CRT) for proper handling.

This measure ensures that each exported consignment of Tequila is clearly identified and verified, complying with the legal requirements of both trademark registration and shared responsibility or transfer of rights. This practice guarantees the traceability and conformity of Tequila with international and national standards in each shipment, thus safeguarding the integrity and authenticity of the product in foreign markets.
